Project Objectives

Sustainable improvement of existing designs for mitigation of environmental pollution as a role model for development of the border region, beneficial for local residents (in regions of South-west in BG and South-east in MK).

Project Activities

(Europe 2020)

European Union has set five ambitious objectives - on employment, innovation, education, social inclusion and climate/energy - to be reached by 2020. In 2007 EU leaders endorsed an integrated approach to climate and energy policy and committed to transforming Europe into a highly energy-efficient, low carbon economy. They made a unilateral commitment that Europe would cut its emissions by at least 20% of 1990 levels by 2020.

To prevent the most severe impacts of climate change, the scientific evidence shows that the world needs to limit global warming to no more than 2ºC above the pre-industrial temperature. That is just 1.2°C above today's level.

To stay within this ceiling, we have to halt the rising trend in global greenhouse gas emissions before 2020, at least halve global emissions by the middle of this century and continue cutting them thereafter. (source http://ec.europa.eu/clima/policies/brief/eu/index_en.htm)

The Sun is 150 million kilometers away, and amazingly powerful. In fact, every minute, enough energy arrives at the Earth to meet our demands for a whole year - if only we could harness it properly.


Therefore Centre for development of the South-East planning region (MK) and Association of South- Western municipalities- Blagoevgrad (BG) developed a project proposal together with municipalities of Strumica and Petric to contribute in the EU programme 2020 by applying solar photovoltaic panels on two primary schools in Strumica, “Sando Masev”and in municipality of Petric, “Anton Popov”.

Development of the detailed project design and milestones in close cooperation of the partners from both sides of the border according approved budget and organizing first meetings with stakeholders

(implementation phase)

Since Solar energy is perhaps the most easily usable and most convenient of the renewable energy (green power) sources.  Many solar energy applications have been formulated, and almost everyone can take advantage of one of these solar power applications, in our case in converting that energy into electricity needed for lighting of the primary schools, computers and minor heating.

Revitalization of existing buildings and applying photovoltaic panels on the roof od primary schools in Strumica and Petric that will benefit savings of the budget that each municipality is currently paying for electricity bills. This project will be a case-study example school(s) that will motivate others in the region to do the same effort.

Teams of constructors will do mutual audits-on-place to evaluate the progress of construction works and will exchange experience and tasks for improvement

In order to promote environmental sustainability in the project we will focus on developing network of teachers who will do peer education to their colleagues in other primary schools, they will exchange their experiences during development of a guide for preparation of the lessons plan for environmental programme in primary and intermediary education. That lesson plan will be submitted to the local offices of the Ministries for education in order to become supporting tool in the primary educational system. The Guide will start to be developing after training sessions to appointed teachers.

Two trainings are planned to be conducted for ten teachers (five from each region). Two trainers will be responsible team to organize to sessions with guest-speakers. On open-call one trainer from MK and one from BG will be engaged and then responsible to do training programme. Each training will last for three days:

  • First one is planned to be held in MK as a training of coachers/ moderators, with overview on the topic of environmental pollution, usage of renewable resources and sustainability

  • Second training will be held in BG where part of the training will be study visit to the building that use technic and equipment for using renewable energies. Out of that study visit and trainings, teachers will start with development of the “Teachers lesson plans- a practical guide”

Ten teachers who will be trained will start with peer education in the primary schools in the region in order to deliver as many information’s as they gain during trainings and practical work.

To increase public awareness and to enhance savings of electricity pupils from the regional schools will do different activities lead by the trained teachers. One “Sun-power festival” will be organized in Strumica for the kids for promoting outcomes from project its self and to increase cooperation between schools. Above all more partnerships will be motivated and we will ensure long lasting impact from the project SP-future. More than 200 pupils will take active participation the workshop that will be organized in the primary school in both regions (in BG and MK) under same activity-programme. The best students will be invited in extra-curricular activities and will take part in interactive quiz during Sun-power festival in Strumica.

All partners, trainers and ten teachers will prepared draft Carbon cutter programme for Municipality of Strumica and Municipality of Petric;

During project implementation many tools for promotion, information and publicity will be introduced, as:

* kick-off events (responsible bodies – Centre for development of the South-East planning region and Association of South- Western municipalities, duration 2 weeks)

* Newspaper ads (responsible bodies – Centre for development of the South-East planning region and Association of South- Western municipalities, 3 times)

* web-site of the project (responsible body - Association of South- Western municipalities)

* promo-materials will be developed to fulfill standards of environmental protection and green-zero-pollution (and according EU communication and visibility manual)

* final promo event in a scope of “Sun power festival” in Strumica (responsible bodies – Centre for development of the South-East planning region, duration 1 month)

Project Results

  • Two primary schools are vitalized according EU environmental standards for the energy efficiency- usage of Solar power plant;

  • Promotion of regional Community renewable projects;

  • Prepared draft Carbon cutter programme for Municipality od Strumica and Municipality of Petric;

  • Annual cost for electricity (used) in the primary schools are reduced up to 50%;

  • Ten teachers are trained peer-educators in the regions (South-east in MK and South-west in BG);

  • Network of teachers working on environmental topics is introduced;

  • One guide for preparation of the lessons plan is developed (for the primary school);

  • One study visit for the teachers is organized;

  • Regional Energy Education programme is established;

  • 200 students from primary and intermediary schools in two border regions has been coached on Renewable energy sources including biomass, hydropower, geothermal, wind and solar.
